Bedington Campus (Penzance)

A planned data center campus on 548 acres in the Falling Waters District of Berkeley County, in the Bedington area. The developer is Penzance Management, a real estate investment and development firm based in Washington, D.C., and Northern Virginia. At full buildout the campus would total about 1.9 million square feet and 600 megawatts of IT capacity, with a total investment of $4 billion.

In February 2026 it became the first project certified under HB 2014 (the state calls it a “High Impact Intelligence Center”). No end user or operator has been named. West Virginia Watch reports that the engineering and environmental studies submitted for certification will likely not be made public.

The West Virginia Center on Budget & Policy, citing figures from a Penzance flyer based on the State Tax Commissioner, says Berkeley County Schools would receive none of the roughly $30 million collected from their regular levy.
