A data center planned at the former Centre Foundry & Machine Co. property in Wheeling’s Warwood neighborhood: 15 acres with a 60,000-square-foot industrial building. Silicon Foundation Energy LLC bought the site in spring 2026 for $1.5 million. Its plan described three phases, from a 10-megawatt modular system up to a 100-megawatt “regional compute hub,” with power from AEP.
In September 2026, Wheeling City Council voted 6–1 to approve a memorandum of understanding that keeps the project below 90 megawatts, the threshold for a “high impact” data center under state law. Councilman Tony Assaro, who represents Warwood, voted no.
Residents have raised concerns about noise, water, electricity costs and property values. In August, about 100 people attended a citizens’ hearing promoted by the group Upper OV United, which said the city would not hold one.
